Mali’s government is making a significant strategic investment in digital transformation, aiming to leverage technology as a catalyst for modernization and inclusion. This initiative was underscored by the recent signing of two pivotal partnership conventions between the Universal Access Fund Management Agency (AGEFAU) and the Ministries of National Education and National Entrepreneurship, Employment, and Vocational Training. The agreements, each renewable for four-year terms, were formalised under the auspices of Prime Minister Major General Abdoulaye, aligning with the vision of President of the Transition, General of the Army Assimi Goïta.
The first convention, established with the Ministry of National Education, is designed to accelerate the integration of digital technology within the educational framework. Key objectives include the establishment and equipping of Universal Access Centers and Wi-Fi Hotspots in public institutions, alongside the provision of technological infrastructure. Furthermore, the initiative will support academic excellence by supplying computer equipment to high-achieving students, directly impacting the learning environment and student outcomes.
Complementing this, the second convention, executed with the Ministry of National Entrepreneurship, Employment, and Vocational Training, focuses on enhancing digital learning, qualification, and the employability of Mali’s youth. This involves the construction or refurbishment of training facilities, the deployment of advanced equipment, and the organisation of skills enhancement sessions tailored for graduates, job seekers, and individuals undergoing professional retraining. These measures are critical for aligning the workforce with the evolving demands of the digital economy.
Balobo Cissé, Director General of AGEFAU, highlighted the agency’s commitment to eradicating digital illiteracy and bolstering human capital. He emphasised that “The integration of ICT is no longer an option but a necessity,” citing AGEFAU’s substantial investment of over 17 billion in the education sector since its inception. Looking ahead, AGEFAU aims to connect all secondary, technical, and vocational education institutions across Mali by the close of 2027, a move that promises to broaden access to digital resources and opportunities.
Ministers from both portfolios expressed their dedication to the effective implementation of these conventions. Minister of National Entrepreneurship, Employment, and Vocational Training, Oumou Sall Seck, underscored the convention’s role in strengthening youth digital skills and modernising training to meet labour market needs. Dr. Amadou Sy Savané, Minister of National Education, noted the significant potential for improved institutional connectivity, enhanced access to digital educational materials, and the development of efficient educational management tools, ultimately preparing Malian youth for the digital age. This strategic push signifies a concerted effort towards the equitable distribution of digital infrastructure and services nationwide, a critical step for economic development and societal progress.
