Federal High Court Launches E‑Filing in Lagos: A New Digital Era for Justice

The Federal High Court of Nigeria has officially introduced its Electronic Filing (E‑Filing) System in the Lagos Division, marking a decisive shift from manual, paper‑based procedures to a modern digital case management platform. The initiative is designed to enhance efficiency, transparency, and accountability in judicial administration.

Unveiled yesterday, the reform is regarded as one of the most significant technological milestones in Nigeria’s justice sector in recent years, with far‑reaching implications for case management, access to justice, and institutional performance.

At the launch, the Chief Judge of the Federal High Court, Justice John Terhemba Tsoho, declared an end to what he termed the “era of paper antiquity.” He emphasized that the judiciary could no longer afford to be weighed down by outdated filing systems that fuel delays and congestion. According to him, the reform is both technological and structural, aimed at transforming judicial operations to meet modern realities.

The initiative aligns with the vision of the Chief Justice of Nigeria, Justice Kudirat Motonmori Olatokunbo Kekere‑Ekun, who has consistently championed the integration of technology into judicial processes as essential for efficient justice delivery in the digital age. Justice Tsoho warned that failure to embrace digital transformation would erode public confidence in the judiciary.

A key feature of the E‑Filing system, is it’s anti‑corruption safeguards. Automatic generation of verifiable digital records for every filing, creating audit trails that prevent backdating and reduce reliance on intermediaries.

The system also integrates electronic payments channels for filing fees, ensuring instant, transparent revenue collection and reducing leakages.

Another major reform is the removal of registry working-hour limitations, allowing lawyers and litigants to file processes anytime, anywhere, eliminating registry working‑hour limitations.

Faster case transmission, movement of case files from registries to judges’ chambers now takes seconds instead of days, accelerating case handling and reducing backlog.

Lawyers were encouraged to adopt digital tools such as electronic signatures, digital seals, and e‑affidavit platforms. While the transition will be gradual, with hard copies still required for initial service under current rules, senior lawyers were advised to delegate filing tasks to junior counsel or IT staff, and judges urged to familiarise themselves with the new system.

The Lagos rollout is part of the Nigeria Case Management System (NCMS), a nationwide digital infrastructure supporting e‑filing and case tracking across superior courts. Developed under the Judicial Information Technology Policy framework, the NCMS is overseen by the Judicial Information Technology Policy Committee (JITPOCOM) of the National Judicial Council.

Delivering the keynote, Justice Kashim Zannah, Chief Judge of Borno State and Chairman of JITPOCOM, stressed that digitalisation is no longer optional but necessary for effective judicial performance. He highlighted the resilience of the NCMS, citing Borno State where courts continued operating during flooding thanks to cloud‑based storage. He also noted pilot use of artificial intelligence tools in legal research and judgment preparation, though still experimental.

Justice Zannah underscored the importance of judicial ownership of digital infrastructure to safeguard independence, while encouraging structured collaboration with legal technology firms. He added that the NCMS is cost‑efficient and scalable, requiring only basic computers and internet connectivity, with most costs borne by the National Judicial Council.

The Nigerian Bar Association (NBA), represented by Mr. Anene Nwadukwu, Chairman of the Surulere Branch, expressed strong support for the initiative. He noted that embracing technology is vital to maintaining Lagos as a centre of legal excellence and improving service delivery.
