Gov. Dikko Radda of Katsina State, has on Wednesday signed the 2027 Appropriation Law of N828.58 billion, with capital expenditure accounting for the larger share of the budget.
The appropriation, which was passed by the state House of Assembly, provides N637.852 billion for capital expenditure and N190.726 billion for recurrent expenditure.
Radda signed the appropriation law shortly after the Speaker of the state Assembly, Nasir Yahaya-Daura, formally presented the law to him.
Speaking during the event, the governor said the capital expenditure reflects the administration’s emphasis on development projects.
Radda commended the speaker and members of the Assembly for their cooperation and for completing the legislative process within a short period.
He said the timely passage and signing of the budget demonstrated the cordial relationship between the executive and legislative arms of government.
Radda said the 2027 budget was particularly significant because it was signed on Sept. 30, compared with Nov. 17 when the previous year’s appropriation was signed.
He also commended the Commissioner for Budget and Economic Planning and other members of the State Executive Council for preparing and submitting the budget proposal early.
The governor explained that the 2027 budget had passed through three major stages, beginning with consultations with residents across the state.
According to him, the first stage involved collecting the priorities of residents across the 361 wards in the 34 Local Government Areas, stressing that the budget was designed to reflect the needs identified by the people.
“This budget does not come from the top; it comes from the bottom, as it is supposed to be. This is the budget of the people,” Radda said.
He said the second stage involved detailed scrutiny of the proposed expenditures by Ministries, Departments and Agencies, with the heads of the institutions required to justify their proposed spending.
Radda said he personally participated in the process by reviewing the proposed expenditures of the ministries and agencies to ensure that public funds were appropriately allocated.
The governor said the third stage was the consideration and scrutiny of the proposal by the State House of Assembly, which subsequently passed it into law.
He urged the implementing agencies to ensure timely execution of the programmes and projects contained in the appropriation law.
Radda also called for sustained attention to the priority areas identified in the budget, expressing hope that the implementation would contribute to the development of the state and improve the welfare of residents.
The governor expressed appreciation to the Assembly for its support and prayed for the successful implementation of the budget.
Earlier, the Speaker said the Assembly approved a total budget of N828.578 billion, comprising N190.726 billion for recurrent expenditure and N637.852 billion for capital expenditure.
He congratulated Radda on the signing of the 2027 Appropriation Law, describing the early passage and signing as a significant development in the state.
