A questionable decision. On Monday March 27, a man suspected of an Islamist terrorist act was released on an electronic bracelet, reports Actu17. This decision was taken by the Paris Court of Appeal when this individual had been imprisoned since last November. The court decided that his pre-trial detention was no longer necessary, either for the purposes of the investigation or as a security measure, and ruled that placement under judicial supervision with an electronic bracelet was now appropriate.

This man, Noé E., 22, was arrested in Annecy in November 2022 following a report from the intelligence services to the city prosecutor’s office. This report was based on a number of suspicious trips by this individual to Kosovo and Saudi Arabia. Placed on File S, he had been convicted in 2018 and 2019 for terrorist offenses. After the opening of an investigation, the police found during a search a will in which the man described himself as “a humble servant of Allah” and bequeathed his property to an association considered “close to the jihadist movement.” They also discovered a new machete, a hunting knife and a tactical vest at his home.

While in police custody, Noé E. insulted a police officer. Following this, his custody was extended, which angered the suspect, who tried to grab a police officer’s service weapon while shouting “Allah akbar.” The National Anti-Terrorism Prosecutor’s Office then took up the case.

Noé E. was indicted on November 25, 2022 and placed in detention. The investigating judge has since called three times for his release under electronic surveillance. The appeals court refused twice before finally accepting his release from detention last Monday.

A psychological examination carried out on March 9 concludes that Noé E. made rational and factual remarks without psychological disorders.
