EXCLUSIVE: TINUBU’S WOMEN’S HEALTH AIDE ADANNA STEINACKER LINKED TO ₦6BN INITIATIVE, TWIN SISTER IS TRUSTEE OF PROPOSED BENEFICIARY NGO

By NaijaonpointInvestigative Desk

A ₦6 billion presidential women’s health initiative overseen by Dr Adanna Steinacker, daughter of former Imo State Governor Ikedi Ohakim, has raised questions over public spending, institutional accountability and potential conflicts of interest after corporate records revealed that her twin sister is a trustee and secretary of an organisation identified in an official payment instruction as the initiative’s implementation partner.

An investigation by NaijaonpointOnline, based on the 2026 Appropriation Bill, government spending records, Corporate Affairs Commission (CAC) documents and an official letter signed by Dr Steinacker, found that the Presidential Women’s Health Transformation Initiative received a combined allocation of ₦6 billion in the 2026 budget.

The allocation consists of ₦1.54 billion for recurrent expenditure and ₦4.46 billion under the initiative’s main budget entry.

Both allocations appear on pages 1238 and 1239 of the 2026 Appropriation Bill under the Service Wide Vote, with the designation (OSSAP-WH), referring to the Office of the Senior Special Assistant to the President on Women’s Health.

Dr Steinacker has occupied that office since 2025.

However, the investigation raises questions about the structure through which the initiative operates, the organisations connected to its implementation and the absence of a dedicated budget vote for the presidential aide’s office.

₦6 BILLION ALLOCATION UNDER SERVICE WIDE VOTE

The 2026 budget contains two entries for the Presidential Women’s Health Transformation Initiative.

The first, coded ERGP25247808 and described as Presidential Women’s Health Transformation Initiative – Recurrent (OSSAP-WH), carries an allocation of ₦1.54 billion.

The second, coded ERGP25247832 and described as Presidential Women’s Health Transformation Initiative (OSSAP-WH), carries ₦4.46 billion.

Together, the two entries amount to ₦6 billion.

Both allocations are domiciled under the Service Wide Vote, administered through the Federal Ministry of Finance, rather than under a dedicated vote for the Office of the Senior Special Assistant to the President on Women’s Health.

A review of the 2025 and 2026 budget documents found no separate budget allocation for the office under the Presidency, the Office of the Secretary to the Government of the Federation, the Federal Ministry of Health or the Ministry of Women Affairs.

The implication is that the initiative’s funding is carried centrally through the Service Wide Vote.

HOW ADANNA STEINACKER GOT THE PRESIDENTIAL APPOINTMENT

Dr Adanna Steinacker, née Ohakim, is a medical doctor and daughter of former Imo State Governor Ikedi Ohakim and Chioma Ohakim.

Born on 2 March 1988, she is also the founder of House of Adanna, an online platform focused on women’s health, motherhood and well-being.

She was appointed Senior Special Assistant to President Bola Tinubu on Women’s Health in 2025.

Sources cited in the information reviewed by Naijaonpointalleged that her relationship with Seyi Tinubu, the President’s son, played a role in securing the appointment.

However, Naijaonpointhas not independently established that allegation, and the appointment documents reviewed do not disclose the circumstances or process through which she was selected.

The public records examined also do not establish claims concerning her current country of residence.

₦150 MILLION SPENT ON RENEWHER LAUNCH

President Bola Tinubu launched the Presidential Women’s Health Transformation Initiative, known as RenewHER — Health, Equity and Reform — on 11 September 2025 at the State House Banquet Hall in Abuja.

The initiative is publicly presented as a presidential programme facilitated by the Office of the Senior Special Assistant to the President on Women’s Health.

However, government spending records reviewed by Naijaonpointshow that ₦150 million was released in four tranches through the Office of the Secretary to the Government of the Federation for the launch.

All four payments were made to Dauda Sule Mama, identified in the payment descriptions as the project accountant.

The payments were recorded as follows:

– 9 September 2025: ₦45 million, payment reference 1001321813-1.
– 9 September 2025: ₦45 million, payment reference 1001321814-1, described as the second tranche.
– 10 September 2025: ₦45 million, payment reference 1001322114-1, described as the third tranche.
– 11 September 2025: ₦15 million, payment reference 1001322400-1, described as the final tranche.

The four transactions brought the total recorded expenditure for the launch to ₦150 million.

The spending records reviewed by Naijaonpointrun through June 2026.

They do not show a direct payment to Renewher Network, a payment naming Dr Steinacker or a payment to Women’s Health Nigeria.

This does not establish that no other disbursement occurred outside the records examined, but it raises questions about the financial arrangements and accountability framework governing the initiative.

ADANNA’S TWIN SISTER IS TRUSTEE OF IMPLEMENTATION PARTNER

One of the most significant findings concerns Women’s Health Nigeria, an incorporated trustee organisation registered with the Corporate Affairs Commission on 16 August 2025 under registration number 8705090.

The organisation is listed as ACTIVE on the CAC register.

Its name is associated with the initiative’s Women’s Health Nigeria Hub and Magazine, one of the programme’s major platforms.

More importantly, an official letter signed by Dr Steinacker in her capacity as Senior Special Assistant to the President on Women’s Health identifies Women’s Health Nigeria as the office’s implementation partner and directs that payment be made to the organisation.

The letter provides the organisation’s banking details:

Account Name: Women’s Health Nigeria

Bank: Providus Bank

Account Number: 1307859458

Tax Identification Number: 33437000-0001

However, the spending records reviewed by Naijaonpointdo not show a corresponding payment to the organisation.

The CAC certified extract identifies three trustees of Women’s Health Nigeria:

1. Wendy Odera Evans-Uhegbu, Chairman.
2. Samuel Ebiojo Atawodi.
3. Adanma Lynda Amaha-Okorafor, Trustee and Secretary.

The extract identifies Adanma Lynda Amaha-Okorafor as the organisation’s secretary and shows that its registered office at 19 Lakeview Estate, Umaru Dikko Street, Jabi, Abuja, is also her recorded address.

The organisation’s registered email address is likewise associated with her.

Naijaonpointestablished from the records and biographical information reviewed that Adanma Lynda Amaha-Okorafor is Adanma Ohakim, daughter of former Governor Ikedi Ohakim and the twin sister of Dr Adanna Steinacker.

This means that the organisation identified in a letter signed by the presidential aide as her office’s implementation partner has her twin sister listed as its trustee and secretary.

The family connection raises questions about conflict-of-interest safeguards, the process through which the implementation partner was selected and the extent of any financial relationship between the organisation and the initiative.

RENEWHER NETWORK: A PRIVATE BUSINESS REGISTERED AFTER THE LAUNCH

Another important finding concerns Renewher Network.

A search of the Corporate Affairs Commission register identified one business entity bearing the initiative’s name: Renewher Network, registered as a business name on 5 November 2025 under registration number 8973498.

The registration took place approximately two months after the September 2025 presidential launch.

The certified CAC extract identifies the business as a sole proprietorship owned by Fortune Amaechi, who is also recorded as the person who presented its registration.

Its registered business address is 5 Adepele Street, Ikeja, Lagos.

The extract records its business activity as other service activities and lists [email protected] as its email address.

A sole proprietorship is privately owned by its proprietor and is not, by virtue of its business registration, a government agency or an incorporated trustee.

The CAC records examined by Naijaonpointdid not identify a company or incorporated trustee registered under the RenewHER name.

Neither did they identify Dr Steinacker as the proprietor of Renewher Network.

This raises further questions about the legal and operational relationship between the presidential initiative, the privately registered business name and Women’s Health Nigeria.

The documents reviewed do not establish whether Renewher Network has received public funds or whether it has a formal contractual relationship with the government.

NO BUDGET ENTRY IN 2025

Naijaonpointalso examined the complete 2025 Appropriation Act.

The review found no budget entry for the Office of the Senior Special Assistant to the President on Women’s Health and no entry for the Presidential Women’s Health Transformation Initiative, including under the Service Wide Vote.

This is significant because the presidential initiative was launched on 11 September 2025, in a year when the initiative had no identifiable allocation in the approved budget.

Nevertheless, the government spending records show that ₦150 million was released through the Office of the Secretary to the Government of the Federation for the launch.

The first allocation specifically identified for the initiative in the budget documents reviewed appears in the 2026 Appropriation Bill.

CONSTITUTIONAL QUESTIONS OVER CONFLICT OF INTEREST

The Fifth Schedule of the 1999 Constitution of Nigeria, as amended, contains the Code of Conduct provisions applicable to public officers.

Among other requirements, public officers are prohibited from placing themselves in situations where their personal interests conflict, or are likely to conflict, with the performance of their official duties.

The Code also requires public officers to declare their assets and liabilities in accordance with its provisions.

Against this background, the relationship between the presidential aide, her twin sister and the organisation identified as her office’s implementation partner raises legitimate questions about whether adequate conflict-of-interest safeguards were applied.

The available documents do not, by themselves, establish a constitutional breach, personal enrichment or diversion of public funds.

However, the circumstances warrant transparency about the selection of implementation partners, the management of public resources and any relevant declarations or conflict-of-interest assessments.

QUESTIONS THE PRESIDENCY MUST ANSWER

The findings raise several questions about the administration of the ₦6 billion initiative:

– What criteria were used to appoint Dr Adanna Steinacker as Senior Special Assistant to the President on Women’s Health?
– What procurement or selection process led to Women’s Health Nigeria being designated as the initiative’s implementation partner?
– Was the relationship between Dr Steinacker and the organisation’s trustee and secretary formally disclosed and assessed?
– Has Women’s Health Nigeria received any government funding outside the spending records reviewed?
– What is the contractual relationship between the Presidential Women’s Health Transformation Initiative and Renewher Network?
– Why was Renewher Network registered as a private business name after the presidential initiative had already been launched?
– Who exercises ownership and operational control over the initiative’s intellectual property, digital platforms and associated programmes?
– What financial controls and reporting mechanisms govern the ₦6 billion allocation in the 2026 budget?

The Presidency, the Office of the Senior Special Assistant to the President on Women’s Health, the Office of the Secretary to the Government of the Federation and the organisations identified in this investigation should publicly clarify these issues.

THE DOCUMENTS SPEAK

The documents examined by Naijaonpointestablish several facts.

The 2026 Appropriation Bill carries ₦6 billion for the Presidential Women’s Health Transformation Initiative.

Government spending records show ₦150 million released in four tranches for its September 2025 launch.

An official letter signed by Dr Steinacker identifies Women’s Health Nigeria as her office’s implementation partner and provides its bank account details for payment.

The CAC register identifies her twin sister, Adanma Lynda Amaha-Okorafor, as a trustee and secretary of that organisation.

The same register identifies Fortune Amaechi as the sole proprietor of Renewher Network, a private business name registered approximately two months after the initiative’s launch.

These records do not establish that the ₦6 billion has been spent, that the presidential aide personally benefited from public funds or that any money was diverted.

But they reveal a structure involving a presidential aide, a family-linked implementation partner, a privately registered business name and a multibillion-naira public allocation that demands greater transparency.

NaijaonpointOnline will continue to follow the money, the contracts and the institutions responsible for managing the Presidential Women’s Health Transformation Initiative.
