The Egyptian Tax Authority (ETA) is set to implement a significant package of tax reforms aimed at incentivising and facilitating compliance for businesses and individuals. Spearheaded by Rasha Abdel Aal, Head of the ETA, the second phase of tax facilities introduces a “White List,” a “Tax Distinction Card,” and a forthcoming mobile application for real estate transactions, signalling a strategic shift towards rewarding diligent taxpayers and streamlining administrative processes.
These executive reforms, aligned with directives from Ahmed Kjouk, Minister of Finance, underscore a commitment to encouraging tax compliance through tangible benefits and enhanced service delivery. The initiative seeks to foster a more cooperative relationship between the tax authority and its compliant stakeholders, offering “distinguished services” to those who meet their obligations.
The cornerstone of this new package is the “White List,” designed to identify and reward the most compliant taxpayers based on objective, risk-based criteria. Taxpayers will be automatically selected for this list, ensuring impartiality and transparency in the process. Benefits for inclusion are substantial, encompassing immediate Value Added Tax (VAT) response, certificates of appreciation, awards, and priority access to specialised units such as the Precedent Opinion Unit and the Investor Support Unit. Furthermore, White List members will benefit from an independent hotline, ensuring swift resolution of queries and issues.
In conjunction with the White List, the ETA will issue a “Tax Distinction Card” to qualifying taxpayers. This card will feature three tiers – Platinum, Gold, and Silver – and is intended to expedite and simplify their interactions with the Authority. The names of taxpayers featured on the White List will be publicly acknowledged and honoured at the upcoming “Thank You 2” conference, further cementing the value placed on tax adherence.
Looking ahead, the ETA is preparing to launch a dedicated mobile application for real estate transactions. This digital tool promises to revolutionise the process of calculating and paying real estate transaction taxes. Users will be able to upload necessary documents, with the application automatically computing the tax liability. This will enable electronic payment and the issuance of clearance certificates within minutes, eliminating the need for physical visits to ETA offices and enhancing the security and ease of tracking application statuses.
