SACU Poised for Trade Revolution: Single Customs Declaration System by 2027 to Streamline Regional Commerce

The Southern African Customs Union (SACU) is on the cusp of a significant trade facilitation reform, with plans to roll out a seamless single customs declaration system across its border posts by 2027. This ambitious initiative, part of a broader customs modernisation programme, aims to drastically simplify cross-border trade and foster deeper regional integration among member states.

Speaking at a post-9th SACU Summit media briefing in Cape Town, SACU Executive Secretary Dumsani Masilela outlined the transformative potential of the reform. The new system is designed to eliminate the burdensome requirement for traders to submit duplicate customs declarations when moving goods between SACU member states. This simplification is anticipated to yield substantial benefits, including a reduction in administrative overheads, a significant decrease in border delays, and a marked improvement in overall trade efficiency throughout the region.

Masilela highlighted that SACU has already achieved considerable progress in harmonising its customs operations. Notably, the customs systems of member states have been interconnected, enabling compatible data exchange and enhanced interoperability. This was facilitated by the widespread adoption of the World Customs Organization’s Harmonised System, which ensures a common framework for classifying traded goods, even across diverse national software platforms.

The forthcoming 2026/27 work programme will see the implementation of the single declaration system, replacing the current, more cumbersome process that necessitates separate declarations on both sides of a border. Masilela pointed out that the existing system presents vulnerabilities, particularly concerning zero-rated export VAT, where discrepancies in declared values between exiting and entering countries can create opportunities for fraud. The integrated system is expected to effectively close these loopholes, thereby reducing transit times and bolstering transparency in trade transactions.

Beyond the immediate customs reforms, SACU is concurrently advancing a coordinated border management framework. This initiative seeks to integrate various border agencies, including those responsible for agriculture, immigration, and health, with the objective of streamlining border procedures and elevating overall operational efficiency.

These comprehensive reforms are integral to SACU’s overarching strategy to deepen regional economic integration, reduce trade costs, and enhance the global competitiveness of businesses operating within Botswana, Eswatini, Lesotho, Namibia, and South Africa.
