A civil society organisation, the Incorporated Trustees of Defendable Patriots for Nation Building and Transformation Initiative, has petitioned the Code of Conduct Bureau (CCB) to investigate alleged multibillion-naira properties and business interests linked to the Director of Land Administration at the Federal Capital Territory Administration (FCTA), Abuja, Chijioke Nwankoeze.
The organisation, through its representative, Damilare Adenola, is also seeking access to the official asset declaration documents of the FCTA director, covering the period from January 2025 to August 30, 2026.
In the petition, the group invoked the provisions of the Freedom of Information Act, 2011, requesting a Certified True Copy of Nwankoeze’s asset declaration forms and details of companies allegedly registered by him, as well as residential and other properties reportedly linked to him in Abuja and Anambra State.
“On behalf of the aforementioned organisation, I write pursuant to the Freedom of Information Act, 2011 to request a Certified True Copy of the Assets Declaration form(s) of Mr Nwankoeze Williamson Chijioke (‘the Officer’), covering the period from January 2025 to 30th August 2026,” the petition stated.
Properties Listed
Among the assets and interests listed in the petition are Sydney Farms Limited (RC No. 1143031), registered on September 17, 2013; a property at Plot 14/13, Ngozika Housing Estate, Awka, Anambra State; and 42 hectares of land at Umuonyiba Village, Ufuma, Anambra State.
The organisation also listed houses allegedly located at Apo Resettlement, Zone E Extension, Abuja; No. 10 Festus Agwagu Close, Kado, Abuja; and Road 14, Ngozika Housing Estate, Awka, Anambra State.
Other properties cited include houses at Umuonyiba Village, Ufuma; a filling station opposite Ufuma Market in Anambra State; and land at FO1, Kubwa, Abuja, identified as Plot No. 3364.
The petition further referenced several land files, including MISC 130080, MISC 126756 and MISC 130066, associated with Law Alliance, as well as MISC 125642, MISC 125641 and MISC 125644, associated with Sydney Farms Limited.
Request for CCB Investigation
According to Adenola, the request was made pursuant to Sections 1 and 4 of the Freedom of Information Act, 2011, as well as Paragraph 3(c) of Part I of the Third Schedule to the 1999 Constitution, as amended.
The organisation urged the CCB to make the requested information available within seven days of receiving the application, in line with the timeline stipulated under Section 4 of the Freedom of Information Act.
The petition also copied the Office of the Attorney-General of the Federation and Minister of Justice for record purposes.
Previous Certificate Forgery Allegation
The latest petition comes amid a separate controversy involving allegations of certificate forgery against Nwankoeze.
The civil society organisation had previously instituted a suit alleging that Nwankoeze forged a National Diploma certificate purportedly issued by Kwara State Polytechnic, which he allegedly used to secure employment in the federal civil service.
The latest request to the CCB therefore seeks scrutiny of Nwankoeze’s declared assets and the ownership or connection to the properties and business interests identified in the petition.
However, the allegations contained in the petition have not been established by a court, and the affected official is entitled to respond to the claims.
The CCB is expected to determine the appropriate action on the request in accordance with applicable laws and its statutory mandate.
