The Administrative Staff College of Nigeria (ASCON), Badagry, under the leadership of its then Director-General, Mrs. Cecilia Umaru Gaya, failed to account for ₦235,954,214.97 in internally generated revenue during the 2023 financial year, according to documents obtained by SecretsReporters.
The funds, collected by the College but never reflected in its Trial Balance, represent a direct breach of the requirement that all revenue received by a government institution be captured in its financial statements for proper accountability.
In total, the College recorded ₦433,342,641.67 in financial irregularities across six findings for the 2023 financial year, the documents show.
Beyond the unreported revenue, ₦71,972,000.00 was spent outside the College’s approved budget, while ₦64,672,000.00 was tied to circumvention of the procurement process combined with cash advances granted above the approved threshold. A further ₦26,970,000.00 sat as an unaccounted provisional sum earmarked for training, ₦21,447,426.70 was an irregular payment for the supply of teaching and learning aids, and ₦12,327,000.00 in imprests and cash advances were never retired.
