In 2024, the Nigeria Police Force under Inspector-General Kayode Egbetokun spent N4,784,098,158.83 on dry rations and feeding, paid out across 166 payments in the Force’s official payment records examined by SecretsReporters. The single biggest beneficiary of that money was Cloverfieds Limited, which collected N1,212,492,196.74 of it in 16 payments. Searches by SecretsReporters on the Corporate Affairs Commission’s public register returned no registration record for Cloverfieds Limited, under its full name or under any shortened variant of it. Under the Companies and Allied Matters Act 2020, no person may carry on business in Nigeria as a company without being registered, and section 16 of the Public Procurement Act 2007 makes open competitive bidding the governing route for public procurement and conditions a bidder’s participation on legal capacity and formal registration. The Force’s biggest ration supplier of 2024 is a company the national register does not carry.

The pattern of the payments to Cloverfieds Limited is set down in the records themselves. Three of its 2024 ration vouchers are identical to the kobo: N86,172,420.04 on 22 March 2024, N86,172,420.04 on 5 July 2024 and N86,172,420.04 on 7 August 2024, each described as the supply of emergency dry ration for special duty. The repetition runs through the rest of its ration vouchers: N61,558,850.62 paid three times, N79,921,642.19 paid three times and N77,556,762.85 paid three times inside the same year. Rations were not the company’s only income from the Force. Across the payment records from July 2023 to December 2025, Cloverfieds Limited received 49 payments totalling N4,625,100,032, for rations, supplies and construction work.

Behind Cloverfieds Limited came X-Factor Sydney Links Limited, paid N660,268,869.23 for rations in 2024 across eight payments in March, April, June, July, August, October and December of that year. Its vouchers repeat in the same way: N86,231,078.65 in March 2024, N87,231,078.65 in April 2024 and N86,231,078.65 again in June 2024. Corporate Affairs Commission records show the company was registered on 1 February 2022, so it was two years old when the Force paid it N660 million for feeding in 2024. The third largest share of the ration money went to KC Construction Limited, a construction company, which took N617,038,178.38 across nine payments, including four identical vouchers of N79,921,642.19 for emergency dry ration paid on 13 March, 22 March, 26 June and 4 July 2024.

The identical sums did not stay inside one company’s vouchers. The N79,921,642.19 paid four times to KC Construction Limited was also paid four times to X-Factor Sydney Links Limited between July and October 2024 and three times to Cloverfieds Limited, eleven payments of one amount to three different ration suppliers in a single year. The N61,558,850.62 paid to Cloverfieds Limited three times was also paid three times to KC Construction Limited. Wholesales Nig Limited took N408,029,770.16 across five payments in 2024, four of them identical at N81,723,363.70 between July and October of that year. Kadforex Integrated Services Limited took N329,306,353.64, and the whole of that sum arrived in four identical vouchers of N82,326,588.41, paid on 13 March, 22 March, 17 May and 26 June 2024, for emergency dry ration for special duty, including supplies recorded for the north-east. The five companies between them took N3,227,135,368.15 of the N4,784,098,158.83 the Force spent on rations and feeding in 2024.

In 2024 alone, 25 ration payments totalling N1,907,598,949.49 were described in the records as emergency supplies. Across Egbetokun’s tenure as the records cover it, from 25 June 2023 to 23 February 2026, 82 payments totalling N7,265,545,344.84 carried the word emergency in their descriptions, among them surveillance activation and protective equipment as well as food. Sections 42 and 43 of the Public Procurement Act 2007 allow direct and emergency procurement only on narrow grounds, including an urgent need arising from unforeseeable circumstances that is not the result of delay by the procuring entity, and they require the grounds for the decision to be recorded in writing in the procurement record. Dry rations for officers on special duty are a standing, recurring need of a police force, and the records show them bought under the emergency label again and again through 2024, from March to December of that year.

On 13 December 2024 alone, the five companies collected five further ration payments totalling N379,683,364.12: N80,889,064.52 to X-Factor Sydney Links Limited, N81,136,315.36 to Wholesales Nig Limited, N78,705,466.48 and N76,677,210.35 to Cloverfieds Limited, and N62,275,307.41 to KC Construction Limited. Payments were still being made on the last day of the year, 31 December 2024, when Cloverfieds Limited collected a further N78,492,964.20 and KC Construction Limited a further N50,399,750.35. By the end of 2024, the ration and feeding account stood at N4,784,098,158.83 across 166 payments, with N1,212,492,196.74 of it paid to the company for which no registration record exists on the national company register.
