Lennie Lamont Miller, a former U.S. General Services Administration contracting officer’s representative, has been sentenced to three years’ imprisonment for receiving more than $100,000 in bribes in cash and other valuable items from construction companies in exchange for awarding them federal projects.
U.S. district judge for the District of Maryland, Deborah Boardman, handed down the sentence on Tuesday for two counts of conspiracy to commit bribery of a federal official, according to a statement by the Department of Justice.
This followed his January guilty plea to conspiring with Christopher Brackins and James Tillman, owners of general construction companies.
Between 2018 and 2021, Mr Miller, 61, directed GSA federal projects to what court documents described as Company A, owned by Mr Brackins, in exchange for cash and other benefits.
“Miller effectively paired Company A with prime contractors Company B and Company C to work on GSA federal projects,” the department said. “He solicited and accepted things of value, in return, from Brackins, including cash, checks, payments for repairs to his vehicle, and payments for repairs at a residence owned by Miller’s relative.”
Prosecutors said Mr Miller received an estimated $50,000 in cash and other benefits from Mr Brackins, 53, including $8,000 “from the fraudulently inflated bonus check” and another $25,000 bribe in early 2021. The $25,000 payment was made through an intermediary.
Mr Brackins’ sentencing is due on October 22, following his April 2025 guilty plea to conspiracy to commit bribery of a federal public official, wire fraud, and unlawful possession of a machine gun.
In a similar scheme, Mr Miller also conspired with Mr Tillman from early 2020 to mid-2021, accepting cash, a sports car and moving expenses for his lover.
“Miller introduced Tillman to Company C personnel, effectively pairing Company D and Company C together to bid on GSA federal projects,” the DOJ said.
In February 2025, Mr Tillman pleaded guilty to conspiracy to commit bribery of a federal public official and is scheduled to be sentenced on October 20.
