The Kano State Public Complaints and Anti-Corruption Commission has given retired civil servants still occupying government offices 48 hours to hand over, warning that officers who receive salaries after retirement, or facilitate such payments, will be investigated.
The directive was announced on Wednesday, October 7, 2026, in a statement signed by the commission’s Acting Executive Chairman, Hafsat Ada’u-Kutama.
It follows an earlier circular from the Office of the Head of Civil Service directing officers who have reached their statutory retirement age or completed the required years of service to leave office immediately.
Ada’u-Kutama said the commission was concerned about retired personnel continuing to perform official functions, collect salaries and use government property after their service had ended.
The commission described the practice as a violation of the Kano State Civil Service Rules and an act of economic sabotage against the state.
It consequently directed affected retirees to comply with the Head of Civil Service’s instruction within 48 hours. Permanent Secretaries and Directors of Administration were also instructed to submit lists of officers who had retired by age or length of service but remained in office.
The commission announced a confidential whistleblower channel through which civil servants could report retired officers still occupying government positions.
It warned that investigations would extend to anyone found receiving government salaries after retirement and officials who assisted them in obtaining the payments.
The enforcement directive follows Circular No. 10/2026, dated October 6, issued through the Establishment Directorate of the Office of the Head of Civil Service.
The circular was signed by the Permanent Secretary, Establishment, Abba A. Danguguwa, on behalf of the Head of Civil Service, Hajiya Bilkisu Shehu Maimota.
It expressed concern that some officers continued working in official capacities after their statutory retirement dates, describing the practice as contrary to the rules governing the state civil service.
Affected officers were directed to cease official duties and hand over government documents, property and responsibilities to their immediate subordinates.
Accounting officers, Permanent Secretaries, chief executives and directors responsible for administration and personnel management were instructed to ensure immediate compliance across ministries, departments and agencies.
The circular also warned that serving officers who aided, abetted or condoned the continued stay of retired personnel would face disciplinary action under the Civil Service Rules.
