The National Petroleum Authority (NPA) of Ghana has taken a significant step towards formalising and strengthening its oversight of the nation’s bitumen industry with the inauguration of a 16-member multi-stakeholder Bitumen Technical Committee. This committee is mandated to develop a comprehensive regulatory framework, addressing a long-standing gap in the governance of this critical sector.
In a report by Adom Online on June 18, 2026, the NPA’s Chief Executive Officer, Godwin Kudzo Tameklo, underscored the committee’s crucial role in formulating regulations that will govern the quality, regulation, and utilisation of bitumen in Ghana’s road construction sector. The NPA highlighted that despite the bitumen industry’s substantial contribution to road infrastructure development and maintenance over several years, a dedicated regulatory framework for key activities such as importation, storage, transportation, distribution, and quality assurance has been conspicuously absent.
The newly formed committee will be chaired by Mr. Abass Tasunti, Director of Economic Regulation and Planning at the NPA, with Ms. Bridgette A. Turkson, Acting Director of the Licensing Directorate, serving as Co-Chair. Its membership reflects a broad spectrum of expertise, drawing representatives from the NPA’s Quality Assurance, Licensing, Inspections Monitoring, Health, Safety and Environment (HSE), and Economic Regulation and Planning Directorates. Crucially, the committee also includes vital stakeholders from the Ghana Highways Authority, Ghana Standards Authority, Ghana Revenue Authority, and the Ministry of Roads and Highways, ensuring a holistic approach to regulatory development.
During the inauguration ceremony, Mr. Tameklo emphasised that the committee’s establishment represents a pivotal advancement in fortifying the oversight of the bitumen industry. The initiative aims to guarantee that all bitumen products, whether locally produced or imported, adhere to stringent quality standards, thereby contributing to the delivery of durable and reliable road infrastructure across Ghana.
