Abia State Enacts Law Establishing Rehabilitation Centre for Survivors of Gender-Based Violence

The Governor of Abia State, Dr. Alex Otti, has assented to the Abia State Centre for the Rehabilitation of Survivors of Rape, Defilement, Domestic Violence and Human Trafficking Law, 2026, thereby establishing a statutory framework for the rehabilitation and support of victims of gender‑based violence within the state.

The bill, passed expeditiously by the Abia State House of Assembly, was signed into law at the Government House, Umuahia. Governor Otti commended the legislature for its accelerated consideration and acknowledged the contributions of key government officials, including the Commissioner for Women Affairs, the Commissioner for Poverty Alleviation and Social Protection, and his wife, Mrs. Priscilla Otti, who championed the initiative.

Governor Otti emphasized that while the establishment of rehabilitation centres is critical, the broader challenge lies in societal reorientation to address the root causes of gender‑based violence. He described rape, child abuse, and human trafficking as acts alien to Igbo culture, traditionally condemned and sanctioned, and noted that his administration is creating employment opportunities to reduce youth vulnerability to criminal behaviour.

Presenting the bill for assent, Speaker of the House, Emmanuel Emeruwa, highlighted that the legislation underwent due process but was prioritized due to its importance in protecting victims. He described the law as a landmark step in ensuring that survivors of sexual and domestic violence receive rehabilitation and reintegration support.

Mrs. Priscilla Otti, who initiated the bill, expressed satisfaction at its passage, noting that the law provides hope and institutional support for women and girls. She emphasized that survivors will not only receive immediate assistance but will also be rehabilitated to rebuild their lives.
