The Minister of Foreign Affairs, Ambassador Yusuf Tuggar, has called for urgent reforms at Nigeria’s Foreign Service Academy, warning that years of neglect have weakened the nation’s diplomatic capacity.
Tuggar delivered the remarks on Tuesday at the closing ceremony of the Academy’s 26th Regular Course in Abuja, representing Vice President Kashim Shettima.
“The neglect of the Foreign Service Academy reflects the diminishing role of diplomacy in governance, resulting in a deficiency of statecraft,” Tuggar said, emphasizing the need to equip diplomats for 21st-century challenges.
He highlighted the critical but often overlooked role of Foreign Service officers. “You now join the noble ranks of Nigeria’s Foreign Service—an institution that operates largely in the shadows but shapes the destiny of our nation,” he stated.
Noting the need for diplomacy to evolve with global trends, Tuggar revealed the ministry recently established an Artificial Intelligence Desk and hosted a seminar on AI in modern diplomacy. “These initiatives ensure Nigerian diplomacy remains forward-looking, adaptive, and competitive,” he said.
Tuggar also announced plans to review the Academy’s curriculum to align with international standards following his visit to its permanent site in Badagry.
On foreign policy, he urged strategic autonomy, cautioning against over-alignment, and emphasized the role of diplomats in defending Nigeria’s image abroad. “You must debunk false narratives, including claims of religious persecution, by citing Sections 10, 38, and 42 of our Constitution,” he said.
He encouraged lifelong learning, advising graduates to approach diplomacy with humility, curiosity, and innovation. “Each assignment teaches you about nations, humanity, and yourself. Embrace this journey fully,” Tuggar added.
The minister committed to relocating the Academy to Badagry and securing funding through partnerships. He also urged the National Assembly to expedite the Foreign Service Commission Bill to strengthen the Academy’s autonomy and capacity to train diplomats across Africa.
“You are the torchbearers of Nigeria’s new diplomatic era. Serve with honour, lead with purpose, and always remember that you represent Nigeria,” Tuggar concluded.
