Procurement Bureau Extends Transition to Exclusive Electronic Submissions

The Bureau of Public Procurement (BPP) has announced the extension of the commencement date for the mandatory electronic submission of procurement documents to Monday, September 8, 2025.

The Director-General of the Bureau, Dr. Adebowale Adedokun, disclosed this in Abuja through a statement signed by the Bureau’s Head of Public Relations, Zira Nagga.

He said the extension follows an earlier circular issued on August 4, 2025, outlining the Federal Government’s transition to electronic submission as part of its e-governance agenda.

With effect from Tuesday, September 9, 2025, the BPP will cease to accept hardcopy submissions from Ministries, Departments and Agencies (MDAs), Government-Owned Companies (GOCs), private firms, Non-Governmental Organisations (NGOs) and Civil Society Organisations (CSOs). All procurement-related documents must thereafter be sent electronically to submissions@bpp.gov.ng.

Adedokun explained that the move to a digital-only process is aimed at improving transparency, reducing administrative bottlenecks, and aligning Nigeria’s procurement framework with international best practices.

He noted that the adoption of electronic submissions would streamline processes, lower costs, and provide better audit trails for monitoring compliance.

The BPP reiterated that the policy applies to all stakeholders engaging in public procurement activities. The Bureau urged MDAs, companies and organisations to comply with the new directive, warning that failure to do so would result in submissions being rejected.

The shift to exclusive electronic submissions is part of broader reforms being implemented under the Federal Government’s digital transformation programme, which seeks to enhance efficiency and accountability across all sectors of public administration.
