Documents reviewed by SecretsReporters show that Kabiru Kamba Mohammed, a politician from Kamba, Kebbi State, and current Director General of the Kebbi Investment Promotion Agency (KIPA), is linked to a private company, Viaeny Global Investment Ltd, which received multiple contract payments from federal government institutions over several years.
Kabiru Kamba Mohammed has served as Director General of KIPA since July 2023. Before this appointment, he was Technical Adviser on Entrepreneurship and Industrialisation to the Kebbi State Government between 2021 and 2023. He has also acted as a representative of the Union of Good Governance Advocates from 2017 to date.
The Code of Conduct Bureau and Tribunal (CCBT) Act regulates the conduct of public officers, including restrictions on engagement in private business activities while holding public office.
Corporate records show that Viaeny Global Investment Ltd was incorporated in Kebbi State on 20 January 2016 with registration number 1310206. The company’s registered address is No. 14 Along Gaya Road, Shikar Kamba Dandi GRA. The company has three key directors and shareholders, while its current operational status is listed as unknown.
Payment records indicate that on 5 September 2018, the Federal Ministry of Power, Works and Housing Headquarters paid Viaeny Global Investment Ltd ₦75,392,398.10 for the supply of 5,254 bags of NPK fertiliser. On the same day, another payment of ₦75,406,747.62 was made for the supply of 5,255 bags of NPK fertiliser. Also on 5 September 2018, the ministry paid ₦33,080,292.00 for the construction of 56 solar-powered streetlights.
Further records show that on 24 September 2018, Viaeny Global Investment Ltd received ₦65,548,624.76 from the same ministry for the supply of NPK fertilisers. On 24 October 2018, a payment of ₦90,402,000.00 was made for the supply of 6,300 bags of NPK fertiliser.
Additional payments were recorded in subsequent years. On 6 March 2021, the Federal Ministry of Works and Housing paid ₦87,189,796.74 as final payment for the supply of 6,300 bags of NPK fertiliser. On 29 May 2021, another ₦63,220,970.08 was paid for the supply of 4,568 bags of NPK fertiliser.
On 2 February 2022, Viaeny Global Investment Ltd received ₦197,136,240.76 from the Federal Ministry of Works and Housing as final payment for the supply and installation of solar streetlights in educational and health institutions in Zamfara State.
This was followed by a payment of ₦203,151,979.04 on 3 February 2022 for the provision and installation of 274 units of 3-in-1 solar streetlights in educational institutions in Ekiti State. On 28 May 2022, the ministry also paid ₦164,991,981.13 as final payment for the construction of Imafun roads in Edo State.
A review of the payment figures shows that Viaeny Global Investment Ltd received a total of ₦1,055,521,030.23 from federal government ministries across the listed transactions.
