CofO ready in 30 days as Kwara Governor launches digital land system

…Stakeholders commend Governor’s foresight and transformative initiatives

Kwara State Governor AbdulRahman AbdulRazaq on Monday launched a digital land administration system that allows applicants to obtain Certificates of Occupancy (CofO) within 14 to 30 working days once all requirements are met. The initiative marks a significant shift from manual to automated land processes in the state.

“Today marks another bold step in our commitment to innovation, transparency, and efficiency in public service delivery,” Governor AbdulRazaq said at the unveiling of the Kwara State Geographic Land Information Service (KW-GIS) digital platform. He described the system as a transformative solution to decades of inefficiencies in land administration, which often slowed property transactions and discouraged investors.

The KW-GIS system digitizes all land records, eliminates duplication, prevents record loss, shortens processing time for land documents, enhances revenue generation, and boosts investor confidence. Governor AbdulRazaq called on all stakeholders to embrace the platform as part of the state’s ease of doing business reforms.

The launch attracted top government officials, lawmakers, traditional rulers, industry leaders, trade unionists, and market stakeholders.

Commissioner for Finance and Chairperson of the Kwara State Ease of Doing Business Council (EODBC), Dr. Hauwa Nuru, said the initiative positions Kwara as a national leader in World Bank–supported programmes such as NG-CARES, SABER, and HOPE. She praised the KW-GIS team, consultants, and technical partners for their dedication.

Executive Chairman of the Kwara State Internal Revenue Service (KW-IRS), Mrs. Folashade Omoniyi, highlighted the integration of the KW-IRS online payment platform with KW-GIS, enabling seamless online registration of land, CofO processing, building approvals, and payments. She noted that these reforms enhance transparency, reduce bureaucracy, and strengthen public trust.

Executive Secretary of KW-GIS, Alhaji Sulyman Abdulkareem, described the launch as a historic milestone, promising comprehensive digitization of land records to prevent encroachment. He also commended the release of N560 million for compensation on the Smart City project.

Project Consultant Dr. Paul Adepelumi said the digital platform sets a new national standard, making land applications faster, more efficient, and bottleneck-free. Project Manager Engr. Ali Muhammad Kalot added that over 200 KW-GIS staff have been trained, more than 1,000 layouts scanned, and 20,000 plots digitized.

“The KW-GIS platform is not just a system—it is a revolution. It moves us from files to digital records, from delays to speed, and from opacity to transparency,” Dr. Adepelumi said.
