FULL LIST: CBN confirms 82 BDCs commenced operations since November 27

The Central Bank of Nigeria (CBN) has confirmed that a total of 82 Bureau De Change (BDC) operators have been fully licensed to commence operations since November 27, in line with the Bank’s renewed regulatory framework for Nigeria’s foreign exchange market.

The confirmation reflects the CBN’s ongoing implementation of the revised BDC guidelines and its efforts to strengthen oversight of the retail FX segment.

In an official statement signed by Hakama Sidi Ali, acting director of the corporate communications department, the CBN explained that the approvals were issued in the exercise of its powers under the Banks and Other Financial Institutions Act (BOFIA) 2020, as well as the provisions of the 2024 Regulatory and Supervisory Guidelines for Bureaux De Change Operations in Nigeria. The Bank stated that the 82 operators have been granted final licences and are therefore authorised to operate from November 27, 2025.

The apex bank stressed that only the BDCs listed on its website are permitted to conduct foreign exchange business from the effective date. It also pledged to continually update the list of duly licensed operators to aid public verification and ensure transparency, warning individuals and businesses to avoid engaging with unlicensed FX dealers.

Reiterating the legal implications of unlawful operations, the CBN reminded the public that running a BDC without a valid licence constitutes a punishable offence under Section 57(1) of BOFIA 2020. It urged Nigerians to take note of the clarified framework and act accordingly as the Bank intensifies measures to sanitise and stabilise the FX market through a strictly regulated retail segment.

As part of the revised framework introduced in February 2024, BDCs are required to meet new minimum capital requirements: N2 billion for Tier-1 and N500 million for Tier-2 operators.

On July 2025, the apex bank said the recapitalisation deadline for the Bureau the Change operators expired on June 3, 2025.
